Centre Universitaire d'El Tarf-opened its doors in October 1992 as an institute affiliated with the University agrovétérinaire Badji Mokhtar of Annaba.

In 2001 he acquired the functional autonomy and was erected in the University Center by executive decree ( Decree No. 01-276 of creation of 30 Jumada Ethania 1422 corresponding to 18 September 2001 creating an academic center at El Tarf. JORA No. 53 of 18.09.2001 page 18 ).

It houses over 3,000 students including about thirty students representing a dozen different African nationalities.
The educational instruction is provided by permanent teachers recruited by the Centre Universitaire d'El-Tarf and teachers.

Permanent teachers, the number of 169 now have their burden of caring in addition to teaching management students at the end of the cycle in preparation for their Final Project study. It belong to different specialties:
Animal biology, plant biology, marine biology, agronomy, geology, animal science, plant science, ecology, economics, veterinary science, physics, mathematics, computer science, chemistry, biochemistry, microbiology, Arabic language, Arabic literature, sociology, Islamic sciences, psychology , information technology and communications ...

Centre Universitaire d'El-Tarf is currently composed of three institutes include:
The Institute of Veterinary Science
The Institute of Biological Sciences
The Institute of Humanities and Languages

The Director's Message
Around the world, the University is aware of the need to be more open to what surrounds it. Society, economy, industry, employment, politics, history, culture, arts, and of course the environment, the rank of major concern. Today, for humanity, the challenges are numerous and enormous. In the light of the third millionaire, global demographics explodes due to the blessings of progress but with a growing disparity between populations. The pressures on natural resources, especially water, are huge and their distribution, not always fair, ask questions of a new genre where often world peace is threatened. These are situations that pose urgent problems in a world that is changing continuously accelerating.
These great questions of our time are undoubtedly appeal to knowledge and knowledge. And it is in places like the University that the answers must be sought first. As such, the Centre Universitaire d'El Tarf can not escape those imposed on it by its special geographical position at the national and regional biodiversity in natural environments that characterize the Mediterranean region and finally activities and culture of people today and tomorrow. Our role in all this?
Deliberately committed from its inception, starting with the sectors of agricultural sciences and veterinary support as training and research on economic and social activities developed near the university center in El Tarf has since expanded to embrace, with pathways in the life sciences, areas such as nature conservation and rational use of natural resources. It also leverages the benefits of its economic, social and cultural development to attract new with new courses related to the development of the region. After agriculture and fisheries, aquaculture and training in tourism took place in the everyday activities of the University Centre. Progress experienced by our region leads to more organizing, planning, management and regulation. An urgent request has spoken and we have responded by planning to open more of our courses in humanities and literature, the social sciences and law and economics.
The LMD system which generalizes our institution is adjusted from year to year, sector by sector to respond better to build bridges between education and employment, certainly, but also between education and intelligence and mastery needs the benefit of the economy, social and development in general.
Our center is growing, the old campus is undergoing renovation and expansion. The new capacity will be doubled and a third university is planned. Open University is one of the world, making progress, welfare and freedom that we will achieve together. We will do the constant contact, consultation and broad mass contribution inclusive, interactive and dense exchanges. Everyone is invited to make a stone.
