University Clinics of Kinshasa
The University Clinics of Kinshasa are located on the site of the University of Kinsahasa behind the Faculty of Medicine since its founding in 1957.
The clinical term comes from the Greek word meaning klin˘ "tilt, turn down, be lying." It beautifully illustrates the challenge of the place: to find the other a new dignity, lift, whatever course the patient and his family but also the caregiver himself who can be laid flat in his profession!
Originally, the University currently Lovanium University of Kinshasa, Kinshasa University Hospital have benefited not only for infrastructure building, three buildings inherited from the site built by the National Office of Transport but also wings built by University Lovanium itself. Clinics have been placed under the Scientific Authority of the Faculty of Medicine but having a substantial management autonomy and dependent, to do this directly to the Board of Trustees of the University Lovanium, the Medical Director had the rank of Vice- Rector of this University.
However, clinics depend on the administrative level, the Management Committee of the University of Kinshasa and operate under the scientific authority of the Faculty of Medicine. Thus, the clinics are under the ministerial supervision of the Ministry of Higher Education and University and depend, as regards health policy, the Ministry of Health. Its budget comes from the supplementary budget of the Ministry of Education Management and dependent, to do this directly to the Board of Trustees of the University Lovanium.
The threefold mission of Clinical remains: that of providing high quality care, that of teaching practice of medicine for both students of the Medical Faculty and students of Schools of Nursing and other paramedical and Finally, the scientific research.
Under the current structure of the stratification of health care in the Democratic Republic of Congo, Clinics are classified in the highest level with the last row of medical training reference for the country.
A long time, Clinics, in performing their functions, have always cooperated with other academic institutions worldwide, including Belgium, Canada, Germany, France and other African countries. With universities in Belgium, it was mainly for the exchange of student trainees.
Clinic buildings include five blocks connected by corridors and a building housing the engineering department. The previous block is made of a building housing, ground floor, central administrative offices, emergency rooms, Central Pharmacy, physiotherapy and, on the floor consulting rooms. The other four blocks include hospitalizations, medical services, operating rooms and delivery. The cellar houses the central blocks of Orthopaedic Workshop, Cafeteria, Archives, and an audience for local service prior to radiotherapy, which was never implemented due to lack of equipment.
Cliniques Universitaires de Kinshasa have been built for a capacity of 1000 beds, but currently their capacity is only 800 beds and 545 actually functional.
The Regional Center of Nuclear Studies of Kinshasa (CREN-K)
Established on the site of the University of Kinshasa behind the Faculty of Science, research whether basic or applied in various fields of science are made possible through a research reactor which has the police station.
Public enterprise in scientific, technical and industrial by his condition, the Commissioner has legal personality. It is the institution that manages and controls all aspects of Nuclear Energy in the Democratic Republic of Congo. The Commissioner has a center operating CREN-K, which was preceded by the Centre TRICO which was established in 1959, operated until 1969 when he held a summit of the OAU in Kinshasa during which Heads of States TRICO transformed the center into a Regional Center of Nuclear Studies Kinshasa for African researchers. It was the current CREN-K. However, this recommendation of Heads of African States was not applied, because to date the CREN-K that is operated by the Congolese.
The Commissioner himself was preceded by the Office of Nuclear Sciences and established in Ordinance No. 78-195 of 5 May 1978 concerning the status of a public company called General Commissariat a l'Energie Atomique, abbreviated CGEA which was taken under other laws and regulations including the constitution in force in the country in 1978, Law No. 78-002 of 6 January 1978 laying down general provisions applicable to public enterprises and the Royal Decree of 10 June 1960 in that it Door Status Commissioner Nuclear Sciences.
Wealth and means of operation
The Heritage Office is comprised of all property, rights and obligations of the former Commissioner of Nuclear Sciences, and all other property, rights and obligations acquired in the course of its activities or the support of its funders that are the Congolese Government, which essentially endorse for investment, payment of staff salaries and awarding costs of the Commissioner, and the International Agency for Atomic Energy "IAEA" that intervenes by providing equipment to Commissioner and by organizing training seminars which are invited officers of the Commissioner and reception experts. To receive these benefits from the IAEA, the Office prepares to submit projects. These technical cooperation projects that are 2 types, namely: national projects and regional projects where there are projects RAF (Africa Region) and the AFRA project (for South-South ).
The Management Committee
The structures of the Commissioner under section 7 of the Statutes are the Board of Directors, the Management Committee and the Board of Statutory Auditors.
However, the reality on ground is that only the Board of Management is operational. The OIC is managed by a Management Committee which, however, coincides with that of the CREN-K because the Commissioner has so far that the CREN-K as a research center. This Management Committee is composed of the Commissioner General of the Scientific Director of Administrative and Financial Director and a staff representative.
The Commissioner is to:
To undertake, promote and coordinate scientific research and technology in various fields of science and industry, involving the use of atomic energy and space research;
To carry out the exploration, exploitation and processing alone or with others minerals of special fissile materials, radioactive materials and their production;
To study, propose, implement measures to protect people and property against hazards arising from the use of atomic energy and radioactive fallout throughout the territory of the DRC.
Personnel are hired by a contract of indefinite duration each for a clearly defined function according to his intellectual profile. Personnel are subject to provisions in addition to the Labor Code as all workers Congolese Ordinance-Law No. 81-160 of 7 October 1981 on the status of the Staff of Higher Education and University as understood by Order No. ESURS/CABCE/002/1984 County, 27 January 1984, the Staff of the Institutes and Research Centers.
Currently, the number of general staff CGEA / CREN-K rises to 175 workers including 50 researchers, 58 technicians and 67 Administrative.
