Educational Model

This document describes the educational model of ULACIT, from its mission, vision, values and institutional goals. Explains the philosophical, theoretical and practical that sustain its educational, in the light of national and international context.

Historical Background

The creation of the University reflects the historical situation facing the region, specifically on the development model adopted in the mid-twentieth century Latin America, in which countries took on a role of promoters.

During 1948-1970, the Costa Rican government create the conditions for development through the modernization of its institutions and the creation of physical and social infrastructure for economic growth. This process allowed entry into the Common Market and industrialization through import substitution. In that period began the growth of the first state university, in response to labor demands of the new industrial sector.

In the period of 1972-1982, the pattern of development are sold out, starting a trend in the direction of economic policy, known as the state employer, which consisted of massive state involvement in production in areas usually reserved for the sector private. Therefore, we generated a growing demand for professionals to meet the needs of the labor market and, consequently, the creation of a set of public universities to be addressed.

In 1982-1989, the dismantling of the employer acted on a policy of neo-liberal trend, which sought to transform the country's productive structure, industrial restructuring and rationalization of public expenditure. Under this new guidance, higher education became another area in which private enterprise is encouraged both by the new rules, and the fact that it can reduce public spending on the service and assist in training resource than did the new strategy required.

Latin American countries continue through a series of economic and political changes. Its presidents have been elected democratically, there are economies of large scale privatization, open to trade and foreign investment. These changes challenge the scientific communities in universities, to create a development based on the creation of scientific and technological knowledge. We agree with Federico Mayor Zaragoza about that:

"Science and technology, applied to the humanistic approach to Brecht advocated, offer Latin American countries a promising future in which economic development and democratic consolidation may contribute to the establishment of a just and lasting peace."

The scope of the underlying scientific attitude and logical-methodological research to develop in students, technology and culture refers to enhance their capacity to organize ideas and activities so that they can be systematically observed and assessed internalized.

The University is born, as its name implies, to satisfy existing demand for professionals in Latin American society, to promote social development through science and technology.

When was the University of Science and Technology-ULACIT-in 1987, was made from the perspective of what should be an institution of higher education, twenty-first century. The University was able to meet in the first instance, the requirements of the labor market. ULACIT graduates must be competitive, to respond to a work environment increasingly demanding and changing. From this dimension, students could not simply learn the specific skills of their profession, which soon could be overcome by further research. Rather, they should be able to be interdisciplinary, learning to learn for themselves, think logically, solve problems and generate new knowledge and skills for the rest of their lives. Moreover, the mission, vision, objectives and activities ULACIT, should ensure innovation. The improvement of Latin American countries would be the result of an education that human beings managed to form mental autonomy and creativity, which can in turn boost the economic and social development from the perspective of innovation, science and technology.

Since its inception, ULACIT not limited to promoting knowledge and skills to the various existing professions, but also creates new programs, designing and implementing them in order to enhance the quality, equity and coverage of professional services offered in the region. ULACIT study options open to other higher education institutions do not offer, which therefore constitutes a key input into the training of persons required for the development of Latin America.

In particular, ULACIT drives innovation through its graduates, who, besides being mentally independent and creative, and able to learn by themselves, are also prepared to meet present and future labor market. In order to achieve this goal, the education offered by the university is flexible in its academic structure, curriculum and teaching-learning. With such a system, ULACIT can experiment with several innovations aimed at improving the teaching and research in the country, using schemes that guarantee the quality and efficiency in education.

ULACIT education as people capable of generating new ideas and break paradigms, ready to assume their role as responsible citizens and create jobs. It also seeks to develop full human beings, giving them in the first instance, knowledge and skills necessary to investigate methodologically, solve problems and make logical and ethical decisions in a wide range of professional activities. ULACIT intends to inculcate the habit of learning independently, in order that its graduates can stay in the labor force the rest of their lives.

On appeal, the University hopes that its graduates to evaluate quality of life from a humanistic perspective, so that they understand that economic success, far from being an end, is a means to enjoy life in its various cultural expressions.

Finally, ULACIT want to foster in its graduates a sense of civic responsibility, social and environmental.
