On September 17, 1997, the President Dr. Rafael Caldera issued operating licenses of the Private University "José Antonio Páez", based in the city of Valencia.

Were long years of struggle, of serious work that had to be pursued in order to achieve this authorization. Certainly the November 12, 1991, six years before making the authorization, Mr. Pedro Vivas Gonzalez and Mr. Franca Ribaldi Langella, decided to create a civil association under the name of Universidad José Antonio Páez, whose objectives were and are: promote and develop university-level teaching, promote human resource education at the graduate level, promoting scientific research and technology taking into account the needs identified by planning agencies in the sector, promoting outreach activities and promote industrial production to generate resources.

Clear vision of these promoters who came from the University of Carabobo, and who throughout their lives had devoted enormous efforts to improve education in Venezuela. The Civil Association of Administrators appointed and proceeded to the appointment of the High Council.

The project was conceived and based on an accurate analysis of the labor market in the central region, strongly influenced by industrial growth.

In difficult times, space environment that tests the fortitude and perseverance, the Private University of Valencia, José Antonio Páez, sits in his footsteps in the beautiful valley of San Diego and moved their activities to the first building on the campus of the University City.

Develop social programs and service projects to the community at the area of action of the University, based on academic and social responsibility in the laws on the subject.

Develop programs and outreach projects for the continuing education of the community in the region and country.

Develop the human capital of the University with the support of an organizational model that will facilitate implementation of its mission, with high levels of efficiency and effectiveness to generate a suitable working environment for the consolidation of institutional values.

Participate and contribute to the development of plans and programs in the nation.

Strengthen the presence of the University in the regional, national and international.
