(Trajectory processes, political demonstrations and actions of managers of the School of Agriculture in Mossley Universidade Federal Rural do Semi-Arid - UFERSA)

• Since the creation of ESAM in 1967 that prof. Vingt-Un Rosado, a former director of SOMA, dreams of the Federal University of Mossley;
• In December 1971, the then Minister of Education and Culture, Jarbas Finch,
signs the Golden Book of ESAM and expresses its appreciation and support for the election of ESAM;
• For three decades, the dream of transforming ESAM University remains alive in the minds of many former officers and esamianos through explicit demonstrations written in newspapers or by oratory;
• In January 1994, the then director of SOMA, prof. Son Joaquin Amaro, forwards SOMA Office / MR / No. 013/94, the Ministry of Education, Murilo Hingel,
requiring the transformation of ESAM in Specialized Federal University of Mossley;
• In December 1994, the director of SOMA, prof. Joaquin Amaro, gets the approval of the Course of Veterinary Medicine, by Ministerial order published in the Official Gazette, on 28/12/1994, increasing to two the number of undergraduate courses;
• In January 1996 the then director of ESAMC, prof. John Noble Weine Clark continues with the shares with the Ministry of Education, aiming to transform the institution into a University Specialized.
• In January 2000, prof. Marcelo Pedrosa became the director of SOMA, and restart the job of articulating internal administrative and political representations of the State University aimed at Specialized Mossley;
• In March 2003, Mrs Sandra Rosado forwards Federal Application to the Minister of Education, Cristovam Buarque, suggesting the transformation of SOMA in the University;
• In June 2003, through Ordinance SOMA / GAB, No. 106/2003, 17/07/2003, the then director of SOMA, professor Marcelo Pedrosa, is a committee formed by teachers Duda Gustavo Pereira, José de Matos Arimatéa , Silvia Maria Mendes and HID Barreto Júnior Raimundo Alves to prepare INSTITUTIONAL DESIGN TECHNICIAN transformation in the SOMA Specialist University;
• In August 2003, the Technical adiministradores - the SOMA CTA approves the Transformation Project in the SOMA Universidade Federal Rural do Semi-Arid through RESOLUTION CTA / ESAM No. 007/2003;
• On September 5, 2003, the director of SOMA, prof. Marcelo Pedrosa protocols INSTITUTIONAL DESIGN transformation of the School of Agriculture in Mossley Universidade Federal Rural do Semi-Arid Region, the Ministry of Education, with the No. 060322/2003.69;
• In September 2003 it held a meeting with the Minister of Education, Cristovam Buarque, and present director of SOMA, Prof. Marcelo Pedrosa and parliamentarians: Dep.Fátima Bezerra, Rep. Betinho Rosado Sandra Rosado and Rep. Rep. Ney Lopes. On this occasion the Institutional Project is delivered to the Minister of Education;

• In November 2003, then-director of SOMA, prof. Marcelo Pedrosa, as President of the Board of Directors of Federal Institutions of Higher Specialized - CODESFE forwards to the Minister of Education, Cristovam Buarque, Motion of Support for the transformation of ESAM in Specialized University;
• In December 2003, management of prof. Marcelo Pedrosa, through Ordinances MEC/3.788 and 3789, are designed undergraduate courses in Animal Science and Agricultural Engineering, increasing the number of courses to four;
• By the end of his tenure in 2003, the director of SOMA, prof. Marcelo Pedrosa, he maintains contacts with the parliamentary bench of the newborn, especially with Members Betinho Rosado Sandra Rosado Fátima Bezerra and requesting political support for the Transformation Project at the University of ESAM Specialized;
• In November 2003 Congressman Betinho Rosado forwards the House of Representatives Bill No. 2.490/03, in order for the Working Committees, the Public Service and Administration, Education and Culture, Finance and Taxation (Article 54 RICD ), and Constitution and Justice and Writing (Art. 54 RICD) - Art 24II;
• In November 2003 Mrs Fátima Bezerra Federal pronouncements made in Congress in support of the Transformation Project at the University Specialized ESAM;
• In November 2003, the Governor of Rio Grande do Norte, Wilma Faria, through Letter No. 564/2003 - GE, calls on the Minister of Education, Cristovam Ricardo Cavalcanti Buarque, "special attention to the Transformation Project, School of Mossley Agriculture - Rural Federal University in SOMA, which was in progress at the MEC.
• In February 2004, the new director of SOMA, professor Josivan Barbosa, articulates the political class of Rio Grande do Norte, in particular the Governor of NB, Vilma Faria, Federal Representatives Betinho Rosado Sandra Rosado Fátima Bezerra and support of Project transformation in the SOMA Universidade Federal Rural do Semi-arid;
• In March 2004, the City Council Public Hearing Mossoró performs in support of the Transformation Project at the University of ESAM;

• In June 2004, the director of SOMA, prof. Josivan Barbosa and former director Marcelo Pedrosa make contacts with lawmakers: Senators Garibaldi Alves Filho and Fernando Bezerra and Federal Representatives Henrique Eduardo Alves, Múcio Sá, Roberto Pessoa (Northeast coordinator of the Caucus in the House of Representatives), Ney Lopes, Alvaro Dias Ferreira Iberê governor Vilma Faria and to support the project and participate in the meeting with Education Minister Tarso Genro;
• In June 2004, at the hearing with the Minister Genro, were present, besides
Director of SOMA, prof. Josivan Barbosa, Congressman Robert Person (coordinator of representatives from the Northeast in the House of Representatives) who delivered a document to the Minister showing the importance of the project of transformation for the semi-arid, Federal Deputy Sandra Rosado, Mrs Fatima Federal Becerra, Congressman Betinho Rose in the role of Secretary of State for Education, is represented by Assistant Secretary Mr. Ober Rodrigues Junior, Larissa Rose State Representative (representing the Legislative Assembly that gave the Minister a document signed by all state legislators in support of the newborn ESAM) Prof. Amelia Isaura (representing the Governor of the RN), Nilson Brazil businessman (president of Commercial and Industrial Association of Mossley - ACIM), and Vice Mayor of Mossley, Antonio Capistrano, representing the Mayor of Natal, Dr.
Rosalba Ciarlini;
• In June 2004, the Minister of Education Tarso Fernando Herz Genro forwards the Bill that changes in the ESAM UFERSA for consideration of the President of the Republic, Luiz Inacio Lula da Silva;

• From July to December 2004, the Project Technical ESAM is appreciated by the Ministries of Education and Planning, receiving favorable opinions of the thirteen areas of relevant ministries;
• In October 2004, Senator Garibaldi Alves Filho makes a speech in the Senate for change in the SOMA Specialist University;
• In December 2004, the director of SOMA, prof. Josivan Barbosa and prof. Francisco Bezerra Neto, Coordinator of Graduate Studies of ESAM, they get the approval by CAPES, the first graduate school of the institution most necessary for the transformation of ESAM in Specialized University;
• In January 2005, the deputy chief of the Civil adopt a negative opinion, returning to the Ministry of Education Transformation Project at the University Specialized ESAM;
• In February 2005, at the request of the Director of SOMA, Prof. Josivan Barbosa Menezes, the Governor of Rio Grande do Norte, Vilma Maria de Faria, spoke before a House of the Presidency of the Republic and can revert to the assent of ESAM Transformation Project in Rural Federal University of Semi-arid;
• In February 2005, Application Councilman Renato Fernandes, aldermen unanimously approved the motion for change of opinion by the applause of the Civil House of the Presidency;

• In February 2005, the City of Natal, reiterates support the transformation of university specializing in SOMA, by letter sent to the Minister of Education Tarso Genro;
• In March 2005, the Committee on Labor, Public Service and Administration of the Federal Chamber, chaired by Mr Henrique Eduardo Alves, fully supports the project of ESAM and convene an extraordinary meeting of the Commission to expedite the handling of the project. The Rapporteur of the Project, Mr Carlos Alberto Leréia get unanimous approval from the Commission, the Deputy Project Betinho Rosado and appends a unique design keeps the Federal Government;
• At the Commission's pronouncement of Mr Vicentinho, Norteriograndense (Acari), was very important, but also by Mrs Fátima Bezerra, and other parliamentarians as: Mr Ernie Tactical, Goias, Mr Isaiah Wilds, Minas Gerais and Mr Walter Barelli , São Paulo. The opinion of the Rapporteur is accompanied unanimously by the Commission;

• In June 2005, the Committee on Constitution and Justice and CIDAN, with the Congressman as Rapporteur, Sandra Rose, the Rapporteur's opinion was adopted unanimously, while keeping the Project Executive. The articulation of Mrs

The Mrs Sandra Rosado Fátima Bezerra and management are with the Senator Aloisio Mercadante, government leader in the Senate, to include in an emergency, the design of SOMA, along with four other institutions covered;
• Congressman Betinho Rose, professor of ESAM and tireless defender of the Transformation Project at the University of ESAM in a grand gesture, withdrew his proposition views the project, whose decision was crucial and enabled the adoption of the Bill in Senate.
• ON 29 JULY 2005, THE PRESIDENT OF THE REPUBLIC, signed Law No. 11,155 ESTABLISHING THE UNIVERSITY OF RURAL Semiarid - UFERSA;
• The Law No. 11 155 OF 29 JULY 2005 IS PUBLISHED IN THE GAZETTE OF UNION DAY 01 AUGUST 2005 IN SECTION 1, Paragraph 146. THE VIEW THAT GOES FOR THE HISTORY OF SOMA

" It is a struggle of his former teachers, students, staff and the entire community Mossoroense. The ESAM, Mr. President, Mrs.. Honourable Senators and is the only federal institution of higher education located in the semi-arid, and were therefore, to become accredited at the Universidade Federal Rural do Semi-Arid. Therefore, it is not only benefit the State of Rio Grande do Norte, to meet an expectation of potiguares, my countrymen, but to determine, in mid-Semi arid, a university with a curriculum entirely focused on that reality. UFERSA currently offers ten courses: Agronomy, Veterinary Medicine, Animal Science and Engineering, enabling Agricultural Engineering, Fisheries and Environmental Engineering. This last two will come into operation from the first half 2006. It also offers five graduate courses: Clinical and Small Animal Surgery, Cattle, Agribusiness, Irrigation and Drainage, and Shrimp.
The school has graduated 60 classes of agronomists, 10 teams of veterinarians, expected to form the first groups of animal scientists and engineers
agriculture in the next four years. Has a staff of highly qualified teachers.
Therefore, it is a school endowed and perfectly equipped to serve the needy not only a region of rain. It is thought that the Northeast is dependent on rainfall. But it depends also on the scientific and technological knowledge that is being taken up by the then School and now University of the Semi-Arid.

The ESAM is the only institution of higher education in the Semi-arid Northeast specializing in the development of science and technology for agribusiness and the strengthening of family agriculture. Currently, there are about 70 ongoing research projects in the areas of wild animals, shrimp, goat, irrigated agriculture, family farming, rural and urban environment, and cattle. The
processing will not require extra physical structure, requiring only a small increase in staff in eight PhDs and seven administrative staff. It's really, I would say without exaggeration, no one thinks that I'm here with oriented charlatanism, this school represents a true revolution when it comes to addressing the problems of the semi-arid.

And Honourable Senators, thank the Federal Government, to President Luiz Inacio Lula da Silva, the two ministers who have made this project had the agility, the Minister and the Minister Cristovam Buarque Genro, register here to thank and therefore the contribution carried out by the House of Representatives Whip Rio Grande do Norte, united and cohesive, and
especially Betinho Members Rosado, and Sandra Rosado Fátima Bezerra, who were the rapporteurs of this matter until she was in the Senate.
