The UEMS - Universidade Estadual de Mato Grosso do Sul, has become over the years an important mechanism for development and social inclusion. Established by State Law No. 1461 of December 20, 1993, accredited by Resolution CEE / MS No. 4787 of the State Board of Education has as its guiding principles the knowledge and the development of man and the environment in a process of integration and ongoing involvement, the openness to innovation within its triple role: teaching, research and extension, the democratic and fraternal spirit in the conduct of its goals and freedom of thought and expression for the effective exercise of citizenship.
It is known that the Foundation University of Mato Grosso do Sul - UEMS, was conceived in the first Constituent Assembly of the State in 1979 and deployed in 1993 with the aim of designing a new educational scenario in the state, since this had serious problems regarding elementary and secondary education, especially regarding the qualification of its faculty. It was necessary to create a university that was up to the student, in terms of distances and difficulties of travel. Was necessary to overcome distances, to democratize access to higher education and strengthen basic education.
To accomplish this proposal, rationalizing public resources, avoid duplication of functions, positions and other administrative structures and the fragmentation of institutional actions, the UEMS has adopted three different strategies: frequent changes of course, being the same in its permanent and temporary supply in your location , the creation of units to replace the university campus and model structure based on coordination of courses rather than departments. This model of decentralized institution has enabled thousands of students realize the dream of going into higher education.
The Institutional Development Plan - PDI, "navigation map" of the UEMS, instituted a policy that, in addition to extending the initial commitment of the University, allows its strengthening contemplating the characteristics of each region of the state.
You could say that the UEMS has assumed new challenges and is getting closer to the community, playing an important role in the development and future prospects of Mato Grosso do Sul, writing a history of struggle for social inclusion in education, consistent with its institutional profile.

HISTORY
The State University of Mato Grosso do Sul was created by the State Constitution of 1979 and ratified by the constitution of 1989 under the terms of Article 48 of the Constitutional Provisions Act 1989 was introduced by Law No. 1461 of December 20, 1993 , with headquarters in the city of Dourados.
In order to give service to the constitutional provisions, in 1993, the government appointed the Commission for the Implementation of UEMS is to delineate a proposal for a University turned to the objective of regional needs and help overcome them through education, research and extension development scientific, technological and social status.
Through meetings with local communities were defined regional needs and come up with the design of a University with a vocation dedicated to the spread of higher education within the state, grounded in research and extension, supported by the Education Policy of the State of Mato Grosso do Sul, which aimed to reduce disparities of knowledge and boost regional development.
In February 1994, the State Board of Education of Mato Grosso do Sul has given its assent to the granting of authorization to implement the Project at the State University of Mato Grosso do Sul and its approval of the General Statutes and Rules, however, still lacked the authorization of then the Federal Council of Education, according to current legislation.
The process of authorization of the UEMS was processed in the Ministry of Education and Sport for about two years and on August 27, 1997, was published by the State Board of Education Resolution CEE / MS No. 4787 of 20/8/1997, authorizing it , Determination and CEE / MS No. 7447 of 29.01.2004, reapply it to the end of 2008, as the Law of Directives and Bases of Education, Law No. 9394/96.
