The public university is a device company whose mission is to produce, disseminate and apply knowledge and culture in a critical and socially relevant. Producing knowledge means to advance their borders, unveiling the world and its logic, that is done, often with passion, through the institutional mission of SEARCH.
Disseminating knowledge means making it available to the inhabitants of the planet, explicitly, through the so called structural capital contained in books, software etc., or tacitly by forming and empowering people, bearers of knowledge and culture and an ability to act in time, place and time that becomes necessary. This is done, often with great passion, through the mission's institutional EDUCATION.
Apply knowledge means change with real instruments and sensitivity developed in the previous steps, meeting human needs, both "bread" and "Beauty." This task is accomplished through the institutional mission of SCOPE. The actual transformed, however, change the instruments with which interacted and thus restarts the virtuous circle of doing academically. If this mission is not or need not be monopoly of the university, at least that is what society expects of reference seek to do so within a framework that aims to overcome the purely productivist ethos of capitalism itself.
This does not mean that the university in its dynamic, is to dispense criteria of efficiency, competence and transparency. Perform the complex task described above requires efforts to create, use, improvement and / or adequacy of management tools that support the academic making by recognizing and enhancing their specificity as well, of course, to ensure their effectiveness. It is necessary to seek the appropriate balance between structure, which allows the systematic and efficient operation of the "state apparatus" which is the university, and spontaneity, which is the most creative and innovative university which ensures operate on the frontier of knowledge.
Among the management tools themselves to meet these challenges stand out from the public budget and the institutional development plan, supported by a set of theoretical principles, methods and techniques of group that can be applied to any type of social organization that requires a purpose, it pursues a situational change and allows future support decision making, ensuring administrative rationality and guide institutional actions. The planning is not just the decisions about the future but the future implications of present decisions.
PDI 2008-2011, which will allow the University to plan and execute the academic making in a democratic and open society's interests, a continuation of a process of cultural change that values planning in order to consolidate the innovations introduced by the previous and PDI addressing new proposals for improving the current planning model.
Good planning, however, not "zeroing" the past, but he analyzes, evaluates and critically perfect as requiring the new challenges of our time.
