Universidad Privada de Santa Cruz de la Sierra (UPSA), is established as a private foundation, non-profit organization dedicated to higher education that cultivates freedom of thought, opinion and expression within the highest standards of overcoming and pursuit of excellence. Its main purpose is to develop training programs, research and extension based on truth, goodness and integrity of man, society and nature as a whole.

As a result of their institutional origin and business, with the same philosophy of free enterprise of his body operator, the Chamber of Industry, Trade, Services and Tourism of Santa Cruz (CAINCO), the UPSA is based on the universality of thought, spirit enterprising and constant improvement, respect for freedom, dignity and rights of individuals and institutions.

Accordingly, the UPSA is an academic community open to the world and the context in which it plays, revealing a reality of today's Santa Cruz, connected with the formation of high level professionals within the educational process based on the scientific, technological, educational and cultural.

In the field of international relations, active participation in the Ibero-American University Postgraduate Association (AUIP), the Inter-University Centre for Development (CINDA), the Latin American Consortium for Science and Technology for Education (ISTEC), the Latin American Cooperation University (RLCU) and the Inter-American Organization (OUI), together with other associations and academic organizations to which belongs the UPSA, lets assume the challenges of globalization academic institutional projects into the future, under a policy of academic excellence established in the objectivity and pluralism in their systems and procedures.

The UPSA was inaugurated on March 12, 1984, is a private institution, nonprofit, professional training and science education, sponsored by the Fundación Universidad Privada de Santa Cruz de la Sierra.

The organization was created in response to needs identified by businesses in different fields of activity and comes to realize an old dream of the region and community. It is based on constitutional provisions which guarantee freedom of education under the supervision of the state, creating a sense of the world in the ethical sense of professional education, technical and practical high quality and high standards. The executive branch recognizes the operation, according to art. 188 of the State Constitution and Art. 23 of Law No. 1565 on Education Reform.

Legal Status, Legal Recognition and Authorization
The UPSA is legally supported by the official recognition of legal personality by the Bolivian State by Supreme Resolution No. 202342, is endorsed as a private university by Supreme Resolution No. 204873 and 209590, and Supreme Decree No. 23157 gives express legal authority to grant academic diplomas and determines the procedure for issuing the National Reserve titles.

The Ministry of Education, Culture and Sport credited the University UPSA as fully, fully comply with all quality criteria in the General Rules of Private Universities of Bolivia and approve a satisfactory quality criteria required for the visit of international reviewers.
