On the initiative of various institutions - commercial, industrial, educational, service, among others - the idea of managing the creation of a College House in Concepción del Uruguay. After a first meeting it was decided to direct efforts to achieve academic unit of the National Technological University yse formed the "Commission for the Technology Faculty."
The project was immediately joined the eastern cities of Entre Rios and a commission headed by former rector of the Colegio Superior del Uruguay "Justo José de Urquiza" Professor Felix Omar Caruso, interviewed the then governor of Entre Rios, Ricardo Favre Brig.
Established contacts with senior officials of the National Technological University, and according to them, the General Agreement on Ministry issued Decree No. 2161 July 8, 1969, constituting a commission of specific studies for feasibility studies for , regarding the extension of higher education services, by the National Technological University in technical disciplines related to development within the provincial level.
This Commission was under the Secretariat of Education, Prof. Pedrazzoli, and had the presidency of Dr. David Pérez del Viso, a professor at the Regional College of Santa Fe National Technological University.
Dated December 29, 1969 the rectory of the NTU, as a result of the feasibility studies mentioned above, issued Resolution No. 487/69 which created the Delegation From Rivers of the UTN, which went into operation a Central Delegation Paraná and another dependent on it, in Concepción del Uruguay.
In the College of Uruguay "Justo José de Urquiza" a few days began to run the preparatory course of academic year 1970 of the UTN. The heir to the organization of the whole country had made available to the NTU your building, offices, laboratories, which also resulted in the academic and administrative training. Hence, by Resolution No. 120 of April 3, 1970, the Rector of the National Technological University in exercise of the powers of the Honorable Supreme Council resolved: "Appoint delegate the Chancellor to serve on the Regional Delegation of Concepción del Uruguay, Second Engineer William Gianello, under the conditions specified in the contract. " Mr. Gianello and was from the first day of its creation before the Delegation proposed by the Commission for the Technology Faculty.
A few months of operation, dated October 13, 1970, and as a result of Deans and Delegates meeting in which it was deeply the issue, the Chancellor issued Resolution No. 432/70, for which Article 1 available "Delegation in the Parana and Uruguay Concepción del function independently and directly related to the Rector."
On April 28, 1973 the Superior Council of the UTN, issued Resolution No. 165/73 authorizing the operation of the four years of the two specialties: Electromechanical Engineering and Construction Engineering.
On March 13, 1975, and following a comprehensive inspection conducted this academic unit by the then Secretary of delegations of the Rectory, Juan Carlos Iris, the Auditor in the UTN, Military Engineer Thomas Persichini, issued Resolution No. 109/75 creating the sixth year of specialties and Electromechanical Engineering Construction Engineering and the second year of Rural Eng.
Auditor also similar study based on Iris Ing, issued Resolution No. 110/75, which provided that "Concepción del Uruguay delegation will work with faculty in Organization regime."
