The Black River National University was established in response to the historic Rio Negro society claim to have a house of higher learning whose mission was to meet the needs of university education in the province, contributing to economic development, and promoting mobility and social justice.
Its origin

The constitution of the UNRN starting point was the bill introduced by U.S. Senator for the province of Miguel Angel Pichetto Black River, based on a feasibility study which received the assent of the National University Council, an organization that brings together rectors of national universities. The project was supported by the Education Commission of the National Senate to chair the National Senator Amanda rionegrina Professor Isidori and approved by an overwhelming majority in the House of Representatives, which had the vote of the Río Negro legislators of all political parties represented in parliament. Law 26,330, the creation of the National University Black River was promulgated on December 19, 2007 by Mrs. President of Argentina, Cristina Fernandez de Kirchner.

Law 26,330 estabece two conditions:

(I) the complementarity of their academic offerings with the National University of Comahue and Instituto Balseiro, National University of Cuyo, and

(Ii) territorial development bounded to the borders of the province of Black River. Both conditions are fully justified.

First, because from the perspective of planning state university system, avoid competition between universities funded with contributions from taxpayers.

The second, because although it is a national university, the UNRN is part of a system where institutions are known mainly as an equivalent to the provinces and carry out their activities mainly in the territory of the province bearing the same name. This has not been the result of a legal rule, but also institutional development consistent with sound principles of non-university cooperation and competition.
The institutional project

The feasibility study which supports the Act contains the foundations of the new house of higher learning, in practice the institutional foundations of the project, namely:

(I) a relational universe, that is linked to the territory in which it is inserted, specifically the province of Black River;

(Ii) a regional university, which must reach the target of responding to a vast territory of 200,000 km2, larger than Holland, Belgium, Spain, France, Italy, Britain or Germany;

(Iii) a university that functions correctly combine teaching, research and extension, and

(Iv) a university to move towards the incorporation of lessons mediated by information technologies and communication in their courses.
National University Black River Today

At this time the college academic offerings included two undergraduate and one graduate, who have 2,303 students enrolled. Of those twenty-five races, thirteen are degrees in social sciences, including two and three remote links with the tertiary level, five are careers in sciences and engineering, five are teachers, three classroom and two distance and two are racing art.

Have also created four research institutes, and soon will be three more. The best teachers in college are those who carry out systematic research and apply knowledge who routinely occupy positions in the labor market.

In the second quarter of 2009 will start the upper three engineering degrees, and during 2010 will begin their careers in veterinary activities, Geology and Paleontology and Dentistry.

In sum, the UNRN offers a broad spectrum of teaching programs in the face and viertual modalities, complementary cycles for whom have college degree, short course races (technical programs) and long-cycle (bachelor or equivalent), multiple formats ensure democratic access to knowledge and training to achieve a fairer society.
