The Academic Secretary's mission is to assure the university community with a centralized planning academic services, counseling, training, information and intra and inter-agency management and a wide availability of scientific and cultural information in order to meet, efficiently, the requirements for fulfilling the functions of the university.

Among its features might include:

Designing and proposing policies aimed sa comply with the mission of the Secretariat.

Design, implement and systematically evaluate the actions taken to comply with policies involving the Secretariat, approved by the Rector or the Board of Governors.

Designing academic resolutions issued by the rector, and intervene.

Coordinate, monitor and evaluate the actions of the DGs in charge.

Advise on the implementation of approved academic policies.

Advise on the inter-university and inter-academic activity.

Advise on planning and regional coordination, national and international higher education.

Advise on the institutional assessment of the teaching function.

Coordinate academic contest fund management and advising on relevant projects.

Develop, adopt and raise the pre-project annual budget of the Secretariat.

The creation of the Universidad Nacional de La Pampa was accomplished within a significantly short, barely covers the last four months of 1958. Indeed there are some background, especially higher education-related initiatives in agriculture and veterinary medicine. Also, the fact that the creative process could unfold in such a short time, showing who had formed a favorable opinion status in the group leader to take decisions at that time. Is that, at that time was to create the means to complete the organization of the brand new province and, especially, to project their determination to construct a superior future.

The creative process was completed snugly between 27 August 1958 and September 4 of that year.

On the first date the decree was issued which is sent to project a university institute in La Pampa. Is numbered 1558/58 and appoints Dr. Ernesto Benito Bonicatto for the job. Should aim to "study and development of knowledge aimed at solving regional problems of the province and its zone of influence."

On September 2, 1958, Dr. Bonicatto requested the project raises the national auditor, Dr. Ismael Amit. Provides that the University of La Pampa, and proposes to call it-will colleges and Economic and Social Sciences Visiting Schools of Hygiene and Social Workers, the Electrical, Obstetrics and Nurses.

On 4 September the National Auditor of La Pampa, Dr. Amit, makes the Decree of Law from 1644 to 1658, signed also by ministers Carlos Héctor Luis A. Fazzini and Modesto Salary. Approves the proposed basis for the creation, organization and operation of the University of La Pampa and has its foundation based in the city of Santa Rosa.

The National University of La Pampa has the basis and objectives:

It is a public entity, autonomous and self-sufficient, which is interpreted for the needs of society and stimulate change in it, as well as the promotion, dissemination and preservation of culture. Fulfills this purpose in direct contact permanent universal thought and pays particular attention to regional and national problems.
Contributes to the development of culture in the context of a humanistic approach through studies, scientific and technological research and artistic creation. Spread the ideas and achievements of science and artistic achievements, in education and the various means communication of knowledge. It has especially the purpose of forming democratic men.

It is a community of teachers, students, graduates and non-teaching staff. Try the integral and harmonic components and instilling in them moral rectitude, civic responsibility and democratic convictions. How original researchers, practitioners and teachers of career appropriate, socially committed and willing to serve as a model for the country politically free, economically independent and socially just. channeled graduates in teaching and research work and through their close relationship with society. Develops instances of self in pursuit of improved academic activities.

It is essentially democratic and as such represents and defends the democratic doctrine. It is an abandonment on ideological, political and religious life within its walls ensures complete freedom of inquiry and expression, but does not ignore the facts and the social, political and ideological, but scientific studies and seeks to provide a negotiated settlement.
In addition to its specific task of providing education and training and higher education seeks to promote the benefits of cultural and social action directly, through her university extension.
Objectively examines and presents its findings on national issues and provides technical advice to state institutions, may make agreements with private institutions, unless the nature of the latter in the public interest.
