Origins of University Education in Argentina
University education in Argentina goes back to colonial times with the College of the Society of Jesus founded by the Bishop of Tucuman Fernando de Trejo y Sanabria in 1613. This background reflects the current National University of Cordoba.

In the Republican period is created at the University of Buenos Aires in 1821 although we will have to wait for the next century to attend the first home of Northwestern University of Tucuman in 1914, an institution that will play in the future an important role in spread of education in the NOA, primarily in regard to the second-level technical education and the creation of research institutes, which in the case of Jujuy do not develop as institutions of higher education or professional degrees awarded.
Higher education in the province of Jujuy
After having created the Instituto Ricardo Rojas, short-lived, the same year it was necessary to its dissolution in 1959, establishing the Higher Institute of Economics, Faculty of Economics current dependent Universidad Nacional de Jujuy, first record in the province of Jujuy University Higher Education Institution.

Productive development of the province of Jujuy in the fifties, the lure of modernization and progressive young people then were the elements that combined in the creation of the institution as any institution that transcends the individual lives of its operators and is projected to future. Were these young people, mostly graduates of the School of Commerce, with the strong support of its rector, Professor José Antonio Casas, who managed the realization of Decree 2699, which bears the signatures of Dr. Horacio Guzman as governor and his ministers of government and finance Baca Paul Baldwin and Sunday respectively. Professor houses will serve as the first Rector of the Institute.
The link with the production environment is not expected and is essential here to note the contribution that some companies make the environment for the functioning of the institution reaches its library to the late sixties, about 1500 volumes, is supported by annual grants Ingenio La Esperanza and Minera Aguilar.
The Institute of Economic Sciences will take its first steps under the academic supervision of the National University of Tucuman, which as noted above had been the focus of academic radiation in the Northwest. The Institute of Economics organize their curricula in an identical manner to those of Tucuman University, also allowing the mutual recognition of subjects passed and therefore the mobility of students.
The Institute of Economics was created in the image of a university, its organizational model was not only analogous to the universities, but also had the authority to issue enabling degree in Accounting and Perito Splitter.
The Institute of Economics was organized, like any university, with the figure of a Rector and a Consejo Superior, respecting the representation of different cloisters, teachers, students and alumni, in their government, as was established after the university reform 1918.

Reza quote a publication of the Ministry of Interior of the province of Jujuy, 1961:
"The Institute of Economics of Jujuy was created by Decree 2699 of agreement dated April 23, 1959, ratified by law 2476/59 of 18 June 1959. "He has character and hierarchy of formal establishment of higher education at university and was established by the possibilities offered following the enactment of art. National law 28, 14537. It provides professional title of Certified Public Accountant and PERITO SPLITTER with curriculum five years and programs similar to those at the Faculty of Economics, National University of Tucuman, which allow interested parties who so wish, if in the near future the Ministry of Education's Office has not brought about the validity of degrees, recognition of the same or equivalent matters referred by the University. "
As expressed in the preamble to the decree establishing the Higher Institute of Economics, was born in response to insistent requests made to the province by a large group of business experts, graduates, teachers and students of these disciplines employees and workers, who showed the laudable desire to excel through studies to enable them to achieve a title and top dressing of university hierarchy, since for lack of means, his aspirations were cut short by failing to move to cities where they operated universities.
With the creation of the Institute shall also prevent the exodus of large numbers of young Jujuy, in search of migrating to these purposes colleges, which meant their separation from the family environment and the consequent expenditure of enormous expenses that often parents could not afford, apart from the loss of many values that he settled permanently outside the province.

The aim was to establish a home in the province of higher learning dedicated to economics, on the grounds that this discipline would meet an immediate need to form Splitters Public Accountants and Surveyors that the steady and substantial progress made by Jujuy, claimed both public administration, and for commercial, industrial and production in general, all factors known to significantly raise the cultural level and well-being of all people, for their considerable influence and impact on all aspects of provincial life.
While the certificates issued by the Institute of Economics in principle had no more than provincial validity, this situation was remedied after huge efforts by the authorities, finally achieving recognition of their national validity for the chancellorship of Dr . Hilda Fernandez in 1970.

After the inspection ordered by the National Directorate of Studies, whose report was highly satisfactory, authorized the Higher Institute of Economics to work within the rule of law 17778, which regulated at provincial and private universities, obtaining, therefore the national recognition of the validity of their titles.
The respective decree, signed by then President de facto Roberto Marcelo Levingston, states the following:
The president of Argentina decrees:
Section 1. Authorize the Institute of Economics, established by Decree 1699/59 the government of the Province of Jujuy to operate under the rule of law 17778, with all rights and obligations under the Act and Decree 1617/69.
Section 2. Approval in terms of its overall structure the curriculum for the degree in Accounting and Perito Splitter, contained in the case Expte. 58010/68, granting to the individual securities the validity under Art. 1, 17778 law.

This act shall be initialed by Manuel Pérez and José Minister Shukri, a professor emeritus at our house. The first rector of the Universidad Provincial de Jujuy, and as a tribute to their institutional origins is also Professor José Antonio Casas.
The 2849/72 law considers the Higher Institute of Economics as a foundational piece of the Provincial University of Jujuy, mentioning it as the only existing institution of university hierarchy, creating its passage from other faculties.

In its Title II, Article 6, slogan
