Announcement follows

The Roma Education Fund seeks a consultant for coordinating the Scholarship Program’s and Grant Program’s activities in Kosovo to provide support to local organizations, regional and national educational institutions, and the responsible governmental body. In addition the candidate will participate in the implementation of the tertiary education scholarship program, in close cooperation and under the supervision of REF headquarters office in Budapest.

Application package should be composed of europass format CV, motivation letter, and Letter of support from former employers. The full package should be sent to with `KOSOVO CF and CC` in the subject line.

Main tasks according to grant program related work:

• manage to work efficiently in a fast-paced environment, troubleshoot and follow projects through to completion, with strict deadlines and without loss of attention to detail, budget and reporting;
• good knowledge and understanding of the education system in Kosovo and equal opportunity measures supporting the integration of Roma/Ashkali/Egyptian (RAE) communities; support REF in identifying project opportunities with local stakeholders including donors;
• provide information on how to prepare a proposal to organizations preparing proposals for REF financing;
• provide support to organizations implementing REF projects including the participatory preparation of different documents (ie.:Project Implementation and Monitoring Plan, or the Project Results Framework);
• arrange and pursuit REF monitoring visits in Kosovo;
• support REF efforts to gather data on RAE communities if requested,
• provide inputs for updating REF country strategy in Kosovo;
• update REF Headquarter on any legislative changes, policy issues, events that might affect RAE Inclusion in the education systems;
• prepare short, lively stories for REF reports/ website about REF financed project
• attend and actively participate in conferences, meetings, seminars, on RAE inclusion or on education reforms and provide information on REF;
• facilitate in country coordination between REF grantees;
• organize round tables, seminars, training sessions or other events, if requested;
• be fluent in Kosovar language, and have excellent command of English, both written and spoken. Speaking Romani is considered as an added value;
• excellent written, verbal, organizational, analytical and interpersonal skills;
• good computer skills, proficient in Microsoft Office and experience with internet research and database management;
• good communication skills with high sensitivity to cultural differences;
• effectively work both in team and independently with a high-level of self-motivation and ability to set and meet goals;
• show discretion and ability to handle confidential issues;
• thorough knowledge of key organizations and education networks active in the field
• pleasant, diplomatic manner and disposition, driver license is an added value

Main tasks according to the scholarship program:

• cooperation with SP staff in the program planning process and the implementation, that includes: program announcement, program outreach and information campaign, conferences and trainings, application process facilitation, eligibility checking, evaluation and selection in the given program country;
• cooperating in the preparation of Program materials, help with arrangement of program material translation when needed;
• keeping an accurate record of all program-related correspondence and informing REF SP staff timely of all these
• assisting students with relevant information and guidance in the process of completing and submitting their scholarship applications
• assistance to National Selection Board members in their process of evaluation, in order to ensure compliance with the set schedule and deadline

Education/Experience requirements:

• BA or equivalent degree;
• Relevant experience in grant making, project management and a sound understanding of the higher educational programs, relevant policy frameworks and their implementation;
• Work experience in academic /educational program administration and coordination;
• Strong experience in project monitoring and evaluation tools (M&E);
• Experience and competencies in working in a multicultural environment;
• Extensive program administration and planning skills, experience in operating with databases; NGO experience is essential;
• Strong background with programs advancing education through community organizing, legal advocacy, research or policy reform work;
• Fluency in English and in the country language;
• Excellent communication skills;
• High level of computer proficiency;

Knowledge of Romani language is considered an added value.
