Since the end of the Cold War, researchers in the social sciences have discussed whether a new nature and scope of conflicts is developing at a global scale. Most discussions relate to so-called globalisation-processes, a term used to describe aspects such as the global dissemination of capitalist market-forces, the decline of the power of nation-states and the global intensification of cultural interactions over the last fifteen to twenty years. Globalisation-processes have posed some fundamental questions concerning war and conflict in the 21st century: Have we entered an era where civil wars, guerrilla wars and terrorism have replaced traditional state-conflicts? Has the amount of conflicts increased on a global scale and if so, how do we measure and respond to this?
In this conference, we wish to contribute to the current discussion in the social sciences of the new nature and scope of conflicts at a global scale. We intend to do this by exploring the theme of civil war and conflict, thus looking at how we should conceive civil war and conflict, how we should understand their roots and how they influence our conception of state- and civil society institutions. The roots of civil conflict have been argued to be such factors as e.g. low economic growth, poverty, inequality, political oppression and lack of rule of law. If we want to understand the nature of civil war and conflicts it is thus crucial that we take such factors into consideration. In respect of transforming state and civil-society institutions, political scientists argue that the increasing intensity and new nature of civil wars and conflicts at a global scale pose new challenges to security-systems worldwide and further influence our conception of states as sovereign entities.
